First of all, it's spelled homebrew, not hambrew. That would be cool though.
Second, it's not cheating. Just because it has a cheat application for it and you install it abnormally doesn't mean it's cheating. It has a lot of other useful applications too, like removing the region lock and some other stuff.

It's not Action Replay. The cheating is COMPLETELY OPTIONAL. It does a lot of other stuff.

It's a fan-made channel, you get it with the Twilight Hack. It's used to run homebrew applications on Wii.
