triple reds cause pow one hit unless u counter the pow or are in are the reds u have three chances to hit one person but the pow hits everyone for lik 5 secs or 3 if counter plus the people in front of u are more important to take down
That's a tough one... I'll go with triple reds. You can use them in front and behind you, you can still shield yourself from shells coming at you, and you can keep them around for a while and wait until the right time to use them.
POW can make everyone in front of you lose their items, however it only works on those in front of you, and you are defenseless from the racers trailing behind you.

It's really situational. There's no better item in racing, unless we're talkin' battle mode, then reds are certainly better when it comes to directly scoring points with them, or hitting someone just after being stunned by a POW. It's really how you use the item that makes it worthwhile.
POWs + curves like in Rainbow Road, or POWing an outer-drifter during a curve are pretty effective. Players are forced to slow down.
