The Mach Bike beats the Flame Runner at 5 of the 7 stats. Saying that the vehicle stinks for being slow is a poor statement by my visuals.
When you think about it, the Mach Bike would win more times than the Sneakster when the two race on a rather difficult track.
Flame Runner is better than the Mach because of speed, which is the most important stat (aside from drift, but Flame Runner and Mach drift is similar and corners can be taken tight easily with both vehicles). Speed is obviously more important, which is why people use Funky, as he has the biggest speed bonus, proving the point. Mini-turbo bonus is hardly as useful, considering the only tracks that really need MT bonus are DK's Jungle Parkway and Mario Circuit 3. On the other 30 tracks, speed is more important, which is shown in the WR's. Mach is only used on tracks like BC3 and BCWii because it makes the shorcuts slightly easier.
