Well, for me, Deoxys-S shouldn't be an uber, why?, because, outside of his 180 base Speed, it has a 90 Base on Sp.Def and Def and 95 in Atk and Sp.Atk, it can easily be countered by a pokemon with good defences and good Attack, such as metagross and foretress.

Okay. Let's take this logically. Manaphy is the only one I truly do not care about dropping down to OU for two reasons. Latios does it better offensively and Latias defensively. After 1 Calm Mind from a Latias, the lowest it can be defensively is 397 Sp. Def and 387 (lowest) Sp. Atk. That's a bit over the top. Latios shouldn't be in OU and I'm not big fan on Latias either.
Shaymin-S. Serene Grace, Seed Flare, Air Slash, Speed, Headache. Number of weakness kind of hinders it so I don't think I'll mind but I prefer not to tread that road.
Deoxys-S. Marriland Nightmare. When it was OU for it's short periods of times I couldn't get my hands on one and it was an absolute nightmare. It's best quality was being revenge killing. After the opponent have gained all the information possible to gain from your team, Deoxys-S can sweep the rest. Only Choice Scarfed pokemon with base speed over 100 can outspeed it and that's not a guarantee if they aren't max speed. By the way, Deoxys top speed is 504 if you did not know. At any rate his fragile nature makes him perfect for cleaning up after all the walls are done for.

Well, Chomp now has counters in the forms of faster dragons,
In ou there are no non legendary dragons faster than it...almost nothing can hit it and if has an ice resisting berry even it's counters are screwed...Counter it with miltank, lol. It actually is possible
The only thing I actually care about is the original shaymin in UU. That is messed up. So really shaymin-s should be uber so the original shaymin gets the heck out of UU.

I like how you presented this post. I know in earlier posts I said I would quit if Garchomp drops, but not because of how "overpowered" he is, but because everyone will start using him due to some battlers' lack of creativity. I also wouldn't mind Manaphy (in the past, I did) coming down either, he's just a beefed up Dewgong with a Nasty Plot. -sends out Jolteon- Oh what's up?
Just like you, I only mind if Latias stays and if Latios comes down. Their Dragon types give them amazing resistances, and being Psychic isn't half bad, STABing their Psychic and such but giving them some rather unwanted weaknesses, so it's rather two-pronged. But you pretty much stated what needed to be said about them.

You're right. The only Dragons faster then Chomp are the Lati twins, and with Tias in OU, if Chomp drops down again, that would be the only Dragon able to counter it efficiently, unless Chomp is scarfed, however.
And Shaymin-S is currently Uber, they're testing to drop him down.
Garchomp is silly. All pokemon from the 4th generation are very gay and overpowered.
Garchomp has extreame speed, decent defenses and very high atk. This is completly screwed up. How is it the fastest(non legendary) dragon? Flygon and salamence should be faster, but noooo, chomp just has to be gay.
Then we have all of these screwed up bonuses for pokemon that don't need bonuses, scizor with bullet punch with 60 bp, breloom with poison heal(which restores 12% instead of 6%) and so on...
In my opinion nintendo screwed up with the 4th generation so if garchomp remains uber heatran, scizor, breloom and latias should be uber as well.
To update- Shaymin-Sky has little chance of dropping down to OU, with the Leech Seed set being its most versatile set, having the possibility to beat walls 1 on 1 is an amazing power, and not suited to OU.
Latios and Latias are most likely going to be OU, with Garchomp probably suffering the banhammer.
Manaphy is likely to be OU, and Deoxys-S has already been banned and sorted.
Shaymin-S:
Uber, with that huge amount of speed, high special attack and awesome type coverage, could sweep a whole team. Air Slash + Earth Power + Seed Flare or even EnergyBall... and +, who knows, HP Ice or Fire. Plus, it's got the freaking SereneGrace... Uber, sure.
Garchomp:
Garchomp can sweep a hole team too just by Outraging it. If you haven't got any counter with >303 higher speed (or 333 if your foe goes on a Jolly one) you're scrued. After one SwordsDance, it''s unstoppable. It's got a nice movepool, too great type-coverage on him. I'd say Uber.
Latios.
This is a hard one, but when a guy can sweep as well as Latios, take standard hits as well as Latios, and have as much speed as Latios... it makes it an Uber.
Latias.
Latias can not sweep as well as Latios. If Latias goes on a Timid nature, she'll be on 319 sp.atck. Choice Specs make it unable to switch a move, so if you go on DracoMeteor, you'll get that Sp.Atck drop. If you go on a LifeOrb, the attack boost is lower, and Latias looses a bit of its not so great bulkyness. The best option is Soul Dew. So, OU without SoulDew, Uber with SoulDew.
Manaphy.
I have never faced one, and never used one. But in Rain, this guy must be a total beast. No status changing, boost watertype moves... It can be really annoying, but I find more annoying the likes of Ludicolo, so... I don't know, seriously.
Deoxys-S
I used to use this guy too much, and I knew it was going to be Uber. Being faster than most of the Scarved guys out there, ChoiceSpecs version of Deoxys-S + it's impressive movepool could sweep a whole team by switching. As a Taunter it worked really well too, one of the best leads with Focus Sash. Uber, I guess.
