Besides that, Smogon is much more reliable for the official tiers list anyways. They put extensive testing on Chomp and Deoxys-E on Shoddy, and Chomp has come out Uber, while Deoxys-E has not.

I also think Bliss has a shot at Uber, being the ultimate wall and all that (used in Ubers battles as well <_<) but meh.

It's easy to judge these Pokemon and say they can just go to the Uber environment, but will they do well there? Blissey ok, but Garchom in the uber environment is like, the most underpowered guy. We can't include mid-tiers between these two, which is a problem.

If you ask me that's ok, ice sharding is not mandatory already =P.

Yea, if Deoxys-E wasn't so frail... Ah well, I guess I'm just traumatized with it from shoddy experiences xP.

You think Garchomp is mid-tier in Uber? It's been used in Uber already and has done very well. I've seen stats of how it 2HKO's Kyogre, OHKO's and outruns Rayquaza and OHKO's it, can't find the page now, but don't take Chomp for granted in Uber.

Uber is a ban tier from OU.

This means that it doesn't matter how well the pokemon fares in Ubers, if it's too overpowered for OU it's placed there. For instance, Normal Forme Deoxys is outclassed by it's other forms (bar Speed Deoxys), but you don't see it in OU because there it would reak havoc.
