rotom is a rare Pokémon, not a legendary you can breed a rotom with a ditto i think

There is one thing that would make Rotom a legend...It's battle music is the legendary music...
but then again, Cresselia's music is the normal music, and cresselia is legendary...

Rotom is not a legendary. It doesnt have the stats to be a legend, it's just a Rare Pokemon. It also doesnt have any backstory to it, and it can breed.
