In my opinion, you wouldn't need to send PMs constantly as if you aren't a VIP member, you don't have a big storage. Using VMs however you can send as many as you please without having to need to clean your box out constantly.

I used to have all my replies to my current VMs typed out first in separate tabs and sent to everyone at the same time but this thing now makes me wait 35 seconds before I can reply to each one of them.

As everyone else said, the search restrictions are unncessesary. I also disagree with the VM one, because some people get 30+ to reply to every time they log on, and with the current wait time you're looking at ~22 minutes at the very minimum for just that. Not to mention the others that get sent in the time it takes replying to those.

I don't understand why Private Messages have a longer wait time than VMs, when they're ultimately used for the same things now.

I agree with the first post.waits arnt really needed. at least a test should be sequenced to see what some people will do. Some people may spam. They Search thing i find useful for me sometimes because when some people ask me when i said that, its a lot easier for me to find the post they are looking for.

The wait time between posts are stupid, I could see maybe if after 10 posts a wait time was activated, but what if you created a tournament, clan, friend roster or something you needed reserves in, you have to wait a whole minute to post a reserve which means somebody could post before you are done with the reserves.
