Either you overflowed your game with cheat codes (if you're an emulator player and toggled around with the options too much) or bought a game whose source code has been tweaked somehow.

I really don't believe in random Pokémon showing up Shiny on random Levels with random moves and random EXP amounts required for Lv100... It's not a glitch, it's a clear defiance of the game's hard-written code.
