I like Meta Knight's Dimension Cape a lot. It's useful for getting out of jams. Link's Spin Attack is neat, too!

Dimensional Cape is the best, but the only way it's really useful is by using the infinite dimensional cape trick, which is banned. I would have to say Pound if that isn't considered though.

jiggy's pound is cool
horizontal recovery and it easily helps you get under stages
plus its embarrasing to be slapped
