MALs are pretty nice to know how much exposure a person has had to anime, as well as their preferences.
I don't mind if anime is classified as low tier to you. If I enjoyed it, then I'm perfectly satisfied with that. If I enjoyed it enough to marathon the entire season overnight, then I'd guess that I'm a pretty big anime fan.
Quality over quantity? I think that would be judged on how engrossed you are in anime, rather than on what anime you've watched. Here's an example comparison, a fan of Lucky Star buying figures and posters of Lucky Star characters vs a fan who's only watched god tier anime. Given both fans have watched multiple series, in my opinion, the Lucky Star fan would be the bigger anime fan here.

After re-reading the quote, I vehemently disagree with the statement, "It's not how much you watch, it is what you watch."
It's not how much nor what you watch, but how you watch it.
Also, those who watch anime as it comes out can't avoid watching what is mid/high/god-tier anime at the time that somehow becomes low-tier in the future.
