No you don't. Any regionchanger is available as an app for HBC, I've been using it for a long time and nothing has happened. You just open it, and change the language from English/whatever to Japanese. Which changes the language of your Mii Channel, enabling you to bold stars/other Jap characters. And you can change it back to English when you're done.

Always use Mii installer over Any Region Changer if you don't know what you're doing.

I've had any region changer for a long time; and so far, nothing has gone wrong. Mainly for filled in stars etc. And you can change region code from- US to Great Britain, Japan and vise versa. Works well for me! So hopefully for u also (:
