ok, here's what I'll do.

- Start the track list again and re-open challenges.
- Old track owners get immediate priority if they reclaim their tracks.
- Old track owners can also reclaim as many tracks as they want if they're tracks they had before.
- New track owners need to wait three days before the track is 'theirs', then they don't get any locked period.
- If the old track owners show up and reclaim, they get their track back.
