Not the best to curse how she is a pyscho but whatever. Anyways sometimes people believe it is a bit young to date at your age, some don't. Talk to her about how your not interested first, then talk about the good things about her, her looks, her personality, her life. Talk about how there isn't just me, there are other great and funny guys. If our not fine with talking to her about how your not interested then you should just try to ignore her.
