I don't see Vaporeon using it effectively though. Standard Vaporeon sets use Surf, Protect, Wish and either Roar/Toxic/Ice Beam/Baton Pass, including Heal Bell on the last slot would be hard.

Maybe Umbreon or Jolteon? Umbreon can take advantage of Synchronize to switch to a status effect move and then heal, while Jolteon's Speed allows it to heal the team before anything else strikes it. It expands Jolty's possibilities a bit.
