I don't own Platinum, but I do recall that you can find a lot of Golduck at the Sendoff Spring and the Resort Area by Surfing. They each give you 2 SP ATK EVs.
You can also hunt for Golbat at the Victory Road to get 2 Speed EVs for each one you defeat. They were certain to appear when you Surfed in D/P, but again I'm not sure about Platinum.
